Report a translation problem
To me this sounds more like the game is freezing, not your character. If you can't rotate the camera or interact with the game in any way (such as access the menu options), this would be a game freeze, not a character freeze.
It is also hard to tell from your description if this is simply a crash-to-desktop issue OR if this is a FULL system freeze - as in, you cannot interact with the computer itself -at all- there is a difference and you better believe it can matter. The number one way to tell if you have a full system freeze is to press Ctrl+Alt+Del, if the computer does not respond to this combination or any other keyboard commands, well then, you have a full system freeze.

As far as "why" - hard to say. Things to try:
- Verify the game files
- If you have an AV installed, give the GD installation folder unhindered permissions, prevent the AV from scanning this location
- If Microsoft OneDrive is running down in your system taskbar, disable it from running on system startup - it CAN produce issues with GD's functionality
- Monitor your system temps, in particular GPU/CPU temps - high temps can cause freezing like described and would be an indication your fans need to be cleaned/dusted or some other issue like airflow problems - being a laptop this could very well be the culprit
..if neither of these produce positive results then you would need to consider:
- Reinstalling the game
- Reinstalling C++ Redistributables and/or DirectX files
- Reinstalling your GPU drivers
- In some cases audio drivers can be the culprit
..last resort in such situations:
- Reinstall the entire OS

It's hard to say what is causing the issue since 1) we can't be at your computer, and 2) we know little about your computer. Believe me when I say..
..we see statements like this from gamers all the damned time. Noone ever thinks it could be their rig. Fun tip: new (or powerful) does not equal a system being flawless, or immune to faults or issues. Hardware (new or old) very much CAN have faults - and these faults are not always readily apparent.

I CAN access the menu. Escape brings up menu. I CAN do that. I cannot move the camera, but I can bring up the 'quite to desktop' option.
I can interact with my laptop, yes. I cannot move my character, or use any abilities, or rift or anything. Cannot pick up loot. Character deos not move. Rest of the everything is animated. Party members move on my screen. Just ME is what is frozen/stuck/whatever.
Not a full system freeze, in that event. Can alt-tab out. No issues. Typed this original post up in the middle of a character freeze.
Verify game files? How?
Uh... no clue on AV, so I assume I don't have.
Temps are fine. I run that anyway, plus I have a cooling pad that is probably too good to be real.
..... OneDrive causes issues? I'll have to keep that in mind.
As for the rest, I'll approach closing out OneDrive and seeing if that makes any difference.
Yes, I realise that it's not necessarily an end all be all regarding the system. I merely mentioned it so that whomever reads this isn't assuming I'm running a potato that barely runs the game. It runs beautifully, barring the character freezing.
Right-click the game in your library list, select Properties, and check the tabs thru there - the option to verify is in one those menus.
This option is available to all games on Steam - basically it scans thru all the games files checking for irregularities/corruption/anything missing - if it finds anything amiss it re-downloads the affected files and sets them back to rights.
It is usually the first thing anyone on Steam should run when experiencing problems with a game.
If that's the case, I think my solution to it was to weapon swap, or open your inventory and unequip your weapon. If the issue your experiencing isn't related to that though, I can't help you there
When I had black screen I had to turn off triple buffering and that seemed to do the trick. Although I still get some hiccups that sound similar to you but the game resumes after a few moments.
Also try running the game win 8 compatibility mode.
