In any case, yeah, you could ignore most of the shrines in Normal/veteran and restore them in Ultimate, but I don't know how couldn't you have the urge to restore them right away, considering how exciting earning a new devotion point feels.
With the Expansions there's enough shrines on normal to hit your devotion limt and they generally only require aether crystals or basic materials.
The problem with just getting all the shrines on Ultimate is you probably won't be able to max level them all before you finish the difficulty. Grabbing most of them on Normal or Elite mitigates that since you'll be gaining XP anyway leaping around cleansing them and then when you move to Ultimate they'll already have several levels as a starting point.

Second question: is there a cap on how many devotion points I can earn? Which is to say, can I earn 157 devotion points for completing all shrines, or do I hit a limit before that?
I usually cleanse all the Desecrated Shrines (the ones that summon enemies) and all Ruined Shrines that have the lowest item requirements in Ultimate as there's a chance they drop Legendaries (not to mention the Heroes that spawn from the Desecrated Shrines).
Devotion points, like skill points, are a matter of choosing what's best for your build out of the limited number you have to spend. So spend them wisely. They can be bought back at the Spirit Guide if you need to and if you have Ashes of Malmouth you can also get a potion to reset them for free as part of some quest rewards.
