Shrines in different difficulties?
Someone told me that I can find all the shrines in Ultimate difficulty. Is this true? Can I just blitz a new character through the first two and get all my devotion points in Ultimate difficulty? Or do I have to go through each shrine in the previous two first?

From Forgotten Gods onwards, all shrines are available in Elite and Ultimate. Someone correct me if I'm wrong, but I think that there are fewer than 55 total shrines in each difficulty, so you'll need to restore some of them in the previous ones.

In any case, yeah, you could ignore most of the shrines in Normal/veteran and restore them in Ultimate, but I don't know how couldn't you have the urge to restore them right away, considering how exciting earning a new devotion point feels.

Shrines in elite/ultimate have higher item requirements to repair requiring higher level crafting supplies and sometimes relics.

With the Expansions there's enough shrines on normal to hit your devotion limt and they generally only require aether crystals or basic materials.

You're all partly wrong. With Forgotten Gods the ratio changed from the most shrines being in Normal to the most being in Ultimate. Ultimate as 59 shrines so people skipping up to Ultimate can get all of them in that difficulty if they want to. Elite has 51 and Normal has 47. Elite and Ultimate shrines will usually need crafted materials to cleanse them rather than basic ones as Normal do. There are 157 shrines in total across all difficulties.

The problem with just getting all the shrines on Ultimate is you probably won't be able to max level them all before you finish the difficulty. Grabbing most of them on Normal or Elite mitigates that since you'll be gaining XP anyway leaping around cleansing them and then when you move to Ultimate they'll already have several levels as a starting point.

You can find the lists for base/AoM only and FG here which tell you what shrines are available on which difficulty and what is required to cleanse them.

Second question: is there a cap on how many devotion points I can earn? Which is to say, can I earn 157 devotion points for completing all shrines, or do I hit a limit before that?
55 Devotion points is the limit. If I'm not starting on Ultimate, I will grab most if not all Shrines on Veteran and grab the remaining points in the first Act of Elite. You can still restore/cleanse shrines after you have reached the cap and you will receive the items and XP as per usual, however, you will not get extra Devotion points.

I usually cleanse all the Desecrated Shrines (the ones that summon enemies) and all Ruined Shrines that have the lowest item requirements in Ultimate as there's a chance they drop Legendaries (not to mention the Heroes that spawn from the Desecrated Shrines).
Devotion point limit is 50 if you just have the base game, 55 if you have AoM. FG didn't increase that number so still 55 if you have that as well. But cleansing the others will give you XP and loot so worth doing.

Devotion points, like skill points, are a matter of choosing what's best for your build out of the limited number you have to spend. So spend them wisely. They can be bought back at the Spirit Guide if you need to and if you have Ashes of Malmouth you can also get a potion to reset them for free as part of some quest rewards.

I've had the occasional legendary or even blueprint drop when cleansing shrines in ultimate, so I try and get them all even after I've hit my 55 limit. However, I don't cleanse ruined shrines that require rare crafting mats, since I've always found the return on investment not worth it at all.
