merits
so i used a merit to unlock all difficulties on one my chars. I thought i was in the understanding this would complete all quest on the lower difficulty but when i go into normal no quest is done ? what gives ? am i mistaken ? what all does the merit do ?

When you use a merit, the character immediately receives all Skill and Attribute point rewards from the previous difficulties, as if they had completed the respective quests. In addition, they will unlock all Inventory Bags and all Riftgates on those difficulties.

Only pertaining to quests that reward you with skill/attribute points.

so what is point skipping to next difficulty if i still got to do the quest ? i mean i joined another guys game on veteran and not even getting reputation for killing heroes this sucks

Who said you have to do them? There is NO requirement that you need to go back to those difficulties. The point is because there exists people that wish to be able to skip the difficulties completely. In fact, they clamored for it.

The point is to get into a higher difficulty to give yourself a challenge

If your level is too high then what did you expect? It has nothing to do with skipping the difficulty and everything to do with your level. Get your rep elsewhere then in a place more suitable for your level. Go to Elite instead if you must.

my level is same as them actually one of them was 3 levels higher
im level 42 and i didnt say i wasnt gaining xp i said reputation
with the factions
for killing heroes

at level 42 in act 2 i should gain reputation. im gaining none in elite either btw

Are these simply factions you haven't chosen and sided with yet? If so, then there is your answer. Such is the way of it.

well that maybe the issue
so once i chosen a side on any difficulty will i gain the reputation on other difficulties ?
like lets say i went finished the game on ultimate chose all my sides if i go back to lower difficulty to help someone will i gain reputation there ? or must i play through it myself still ?

sorry im fairly new and only played through to ultimate one guy this first time useing merit trying to understand it all

Sure you should still gain rep but it IS possible to choose different sides on EACH of the difficulties depending on how you respond to the quests.
*im just play it on ultimate then and not worry about quest on lower difficulties then as long as i gain rep there once i finish ultimate

You dont have to go on lower difficulties at all. As for starting on ultimate... eh... good luck with that.

Players complained about having to do the campaign 3 times so Crate made merit tokens so they could skip up to either Elite or Ultimate if they wanted to. Skipping gives you the attribute/skill points you would have gotten from quests on lower difficulties, but it doesn't complete the quests themselves; you can still do them, you just won't get the attribute/skill points again since you already have them. You will get any other quest rewards for those quests.

And yes, skipping is a challenge. What most players seem to do is skip up to Ultimate and then go back into Normal difficulty to grab as many shrines as easily possible to get devotion points, then they go back to either Elite or Ultimate to play. It's not necessary to get shrines on lower difficulties; there are 59 shrines on Ultimate, but grabbing them on lower difficulties seems to be what most do.
i just skipped went to crucibal got to level 40 and that seems fine to me. I just didnt like the fact i wasnt gaining reputation helping a friend on a lower difficulty. But If i finish ultimate with this char now and then can gain reputation on lower levels im fine with that. I understand the game is gonna be harder etc. I got gear gathered and i leveled enough in cruicibal to start out act 1 fine.
