How do I get from Old Arkovia to Broken Hills?

I am stuck at the quest 'We Need Food" wherein I must cross the bridge near twin falls to get into homestead.. Only In order to get to twin falls I need to enter broken hills and there is absolutely no way for me to do from old arkovia. I have looked on guides on line and it say to enter undercity. Though, I do have it showing on my map, again i have zero ways to get there.

Did i forget some quest somewhere or is there some kinda action i need to do in order to access getting past this 1 quest?

There is a Dungeon in that area surrounded by Undead. Go into it and fully explore it. There are two exits and there is also a Shrine within it.

Yeah the arkovian undercity.

But like i mentioned in my original post/ It might be on my moa, but I have absolutley no way to enter it, i have explored every cave/mine/tunnel in old Arkovia as well as arkovian foothills and not a single one of them led to me the undercity.

Clearly you haven't explored everything in Old Arkovia (and Four Hills) or you'd have already gotten to Twin Falls.
Spoilers ahead.
Twin Falls is accessed through Cronley's Hideout and is a dead end. You then double back into the other (detached) part of Old Arkovia on the same side of the river as Twin Falls in order to reach the Undercity. You go through that to get to the Broken Hills.

Keep in mind there are two exits in that zone, (the Undercity.)

Map is rather linear, did you go through cronleys lair?

No, there's just the one (other than where you came in). If you go past that, you'll eventually loop around to near the entrance on floor one again.

Yup I had to run it to see if I was crazy...Level (2) then (3) You're right. To Op, use your Fog of War to explore where you haven't been.
