Transmuting Ulthos gear

OK, my Lightning Conjurer found Ulthos' cuirass as part of a critter drop, and also found the blueprint for Ulthos hood,which means he can craft as many of those as he wishes. There are 3 more pieces of the Ulthos set (I am using the level 75 gear, not the end game level 94 items) which I would like to get.

I understand that it is possible to transmute pieces of the Ulthos gear to other parts of the set, but it is unclear exactly how to do this. A Google search suggested that this ability might be part of a quest in Korvan city? But again, details were lacking. Please advise.
