The Devs probably don't want low level characters to have unlimited access to the stuff. By the time you get to Homestead, you will be in Act III, and it is assumed that you can farm Dynamite from Cronley's gang or the mines at will.

If you run more than 1 character, have your elder stick some dynamite in the shared stash, and you wee ones will have access to it from day 1.

If it were possibe to have dynamite in DC, then people would try it and go to high level areas (eg East March) before being ready, and die.

You do know that if you go into East March you get a warning about "dangerous area", right?
If you are level 10 and decide to ignore the warning, and get your brains splattered all over the landscape by a level 35 or 40 troll, you have only yourself to blame. It's better to lean early on that you have certain limits, and that there are some places you just shouldn't go into unprepared.

Its ultra easy to just take a character into crucible if you have it and craft the stuff at any time. Then you just pop back into the campaign. There really is no good reason for it to be inaccessible in the main campaign anymore.

It used to, I think they removed it around the time the locked treasure troves where introduced, but I can be wrong, my memore is not infalible.
