Can someone explain star pact? does the damage apply to all spells?

Which damage? The flat frostburn will only apply to weapon attacks and skills with a percentage of weapon damage. The percent damage bonuses will apply to everything, though.

Does this work with for example bursting rounds, chilling rounds from inquistor skill tree.

Star Pact is exlusive skill just like Reckless Power, it boosts up cold and lighting damage for your overall build. If you go for fire and aether more I suggest use Reckless instead.

I don't get waht you mean "work with other skills", sure it will boost up your chilling rounds sicne u get +x% of cold from Star Pact, same goes with that lighting one. Burstign however won't chnage since it's fire and physical.

Most people take this skill for the cooldown reduce, even for non cold/lightning build.
