You can, however, to unlock elite without playing normal by buying an item on a vendor on the Forgotten Gods expansion. Transfer it to your new character and you will be able to use it to unlcok Elite.

Yes but in order to do that I need to Finish act 1 again on elite in order to unlock the FG area correct
And is it true you get all free skill points and such when you start new like that?

Well 15 isn't so bad. Especially if that is basically required not to get killed right off the bat.
Okay so I do this, get the token, put it in the transfer stash, and new character will be magically changed to Elite at level 15 then

Once you've bought the tokens you can put them into your transfer stash for other characters to use. They're no use to the character that buys them since they're already in that difficulty. To be able to start at L1/2 you would then need to access the transfer stash by going into the Crucible add on and accessing the smuggler there to get the token. If you don't have Crucible then you need to play the main campaign and do the Burial Hill quest to unlock the prison gate to gain access to him. What level you would be depends on how quickly you run through to get the quest.
Once you have the token and use it you will get all the skill/attribute points you would have obtained from the quests in Normal that give them. If you skip up from Normal to Ultimate then you get the points from both Normal and Elite difficulties.

Bear in mind that skipping like this means your character will get a -25% hit on the top row of their resistances and if you skip up to Ultimate then that takes another -25% hit and the bottom row will take a -25% hit as well on that difficulty.
When you buy the merit from FG vendor, create a character on normal -> pick up the merit from shared stash -> restart game in elite.
Mobs will be harder to kill than veteran. You'd better start with good gear or prepare to spend 20-30 minutes in lower crossing & burial hill for gear. xD
You get no free skill points, no free devotions, no free gear (other than stuff you store in shared stash).
I'd recommend taking that good Normal/Veteran char and finishing upto Loghorrean and getting upto Ultimate. Then just hunt for good lvl 1 sets (Explorer, Lokarr, etc..)
When you have those, starting a character will be easier on higher difficulties.
Incorrect, you will get the attribute/skill points from those quests that give them in Normal if you skip up to Elite.
That's a lot of free levels then. This is quest-only xp right?
Which means skipping upto ultimate is a great idea then huh...
