%damage conversion and %damage bonus
which happens first
that is to say does the damage get the bonus of the first damage type or the bonus of the new damage type

conversion---->dmg bonus
so if you convert pierce to cold, or lightning to vit, it will only get bonus from "end product", in these examples cold or vit
conversion first, dmg/bonus boost last, and only once/only 1x conversion(no convert pierce to cold and then convert cold to vit), no "double dipping" either

It is still only additive with later % increases, not multiplicative.

all skill line happens before conversion, since it's direct skill modifier, but one skill doesn't boost another "pre-conversion", ex: necros harbinger of souls boost % vitality, but if you are converting to say cold, harbinger of souls doesn't boost your other skills vit/aether before the conversion, as it's a "single" skill/on it's own, thus there would be 0 benefit, (besides HoB's flat vit dmg being converted), -it has to be direct line if gear/buff conversion is to be applied

but what the point to use this axe then? it gives bonus physical damage, but convert every physical to fire

Those MIs have that stat (the conversion on RF) as a default, it then rolled the stat bonuses randomly. Thats the risks of green gear they can and often do end up with a wasted or weird bonus here and there.

'Puncturing' affix adds the Piercing Damage and 'of Ruin' affix adds the % Physical and % Internal Trauma damage. The rest of the stats are as Rodhull says, the default stats of that Monster Infrequent (MI) item. These affixes are randomly applied to all Rare MI's that drop and you'll need to get lucky to get affixes that actually make sense for these MI items.

It also only converts Righteous Fervor's Physical damage 100% to Fire.
