Issues with Voice Chat

A friend of mine has trouble when using voice chat - same issue using either in-game chat or steam chat. Unable to connect, eventually times out with network connection error. From the host point of view, there is the standard game pause as he tries to join, but then doesn't (or he does appear and the name in the top left flashes on and off). If we connect voice AFTER he joins, we can play until he goes through a portal; then he gets kicked out.

I do not see how this can be a problem with GD, as no one else appears to have this issue. Does anyone have any ideas regarding windows and router settings that could impact this? (WIndows 10, fully patched).
