Flammeond bleu Not spawning anymore? help

So, Trying to do lokarr secret quest, made it to the part where you have to lure the blue zombie aka flammeond bleu to the ritual circle. I got him to spawn once, and the first time i acciddentally killed him so reset the game to respawn al l the mobs but he isnt spawning anymore, tried resetting twice. Is this a bug or am i going to have to GD stash a new character to level 100 just to finish this stupid ass crap.

He has 3 spawn locations around Malmouth Outskirts. You can easily google where they are located and there is a steam guide too, which I used in past.

No yeah i mean he isnt spawning in any of them, i ran it like 3 more times after i accidnetally killed him he didnt spawn again
