Caspis The Blood Drinker Bounty Unsolvable
I don't have the key there, killed the man who gives it and now I can't do any other. What to do?

Can I return when I go Elite? Or should I try this way?

When you go to Elite all the quests reset so you can try again.
It's not necessary to complete every bounty to max a rep but I can understand it's frustrating.
