It's not the cult vendors, it's one of the normal vendors on the lower level near the big statue thingy.
Edit: It IS Asgra, on the Accessories and Consumables tab, Savior's Merit. You have to be on ultimate and able to access the new dlc area on ultimate to get to the vendor orc, I think if you do the same on Elite you get the Elite version of the item.

it doesn't skip a difficulty on your current character - its to allow players who've already played through Normal -> Elite -> Ultimate (at least as far as to access the DLC) to start a new character directly on Ultimate.
And at least, I can transfer it to my stash. :-)
Honestly, I'd not worry, you're not missing much - sticking the game on Ultimate at a very early level is probably something you're not ready for without a decent working knowledge of the game already.

Yup, duoing with a mate, depending upon your build, it can be a bit of a nightmare lol. Had to play hit and run with some of the harder enemies, but it's certainly not boring!
