the zealots only have about 5%
but i think it also depends on your lvl, like with othe purple items, once your lvl get too high (compared to mob) it might stop dropping altogether, unsure if strange key is different in that regard tho

If so, the door is already unlocked. If not, then talk to Direni in Devil's Crossing to get the key to unlock the door. Otherwise you can try farming the key here too

Quest/bounties shouldn't have any problem dropping their requirements no matter what the level. It's rare materials that get affected by any overlevelling.
For a bounty quest , that´s a drop rate too low .
On the other hand , I didn´t know about Direni though . Will keep an eye out on that , the next time (on a different character) .

Yes, and you can put them in your personal stash for use again if you get two or more drop before you open the door. I think they work on all difficulties. So pick up one, rift back to DC and store it, then use the second to open the door.
