Area near East Marsh

How do you access the island that is just across the river from East Marsh (Also adjancet to burrwitch village on the map) ? I looked and couldn't find a secret passage to get over there from either east marsh or burrwitch village

(Note: I am NOT talking about the area related to the "hidden path" quest)
