What are you trying to figure out?
download the standalone from the google drive and the hotfix.
Extract standalone first into its own folder then the hotfix into its own folder.
Move the hotfix onto the standalone and overwrite all.
Right click Grim Dawn in your game library, click local tab, click browse local and it should open up your grim dawn folder.
Drag Reign of Terror folder you made (standalone one) into the mod folder in the grim dawn.
Launch grim dawn, select custom game, click reign of terror and start.
Though, I will say I installed Reign of Terror, played for about an hour and a half then stopped.
It is horribly unbalanced and doesn't transition well. Don't get me wrong, its a great mod with some amazing revisioning of the old D2 designs, like Stoney Fields, but overall the massive unbalance I just wont be able to get by.
There is no justification for giving the player a starting weapon that is better than the every other weapon you find for the first 30 mins and there is no justification for having enemies in one section 400-600 health then having a random champ in the SAME section have 7000 health with minions at 5000 health while still ONLY having weapons that do around 15-50 damage. Not a placed champ.... a random RNG champ.
Not to mention that none of the skills seem balance as a necro's fist skeleton is doing like 60 damage vs diablo 2's 1-2 and then when you finally get to a clay golem after stacking skeletons (which end up doing like 100 a hit at that point) your clay golem ends up only doing like 30 damage... while enemies at this point are absolutely stacked with health.
I'd say the mod has a lot of balancing for me to even give it a recommendation but aesthetically its really good.

Is the RoT mod like that the whole way through? Does it balance itself later on? Does it have normal/nightmare/hell modes?
I couldnt bring myself to even get to act 2. I was playing summoning necro and when i finally got a golem and saw the damage different between a lvl1 skeleton and him i just stopped.
The landscape is really good though played up to Dark Wood but realistically until balance comes to it and its closer to a D2 experience id say pass and jusy play grim dawn which is really fun in ite own write.
