No you cannot salvage baked in item-skills from off of an item.
Components can be found just about anywhere - as well as crafted at the blacksmith or even purchased from merchants. Augments you purchase at Faction Vendors. Yes, an item can have both a Component slotted on it and an Augment slotted on it at the same time. Yes, having both (as available) is a very good idea.
But seriously, component is something that can give bonus to an item and they usually have low level, the bonus they have also different from each other ranging from OA, DA, resist, new skill, etc. their use is to fill the hole of weakness in your build. They are random drop (the low ones) and need to be crafted (the higher one).
Augment works similar with component, the difference between them is they are only available from faction vendor, and their use is for increasing your resistance (on armor), damage, OA, DA (on weapon and jewelry).
You should always use component and augment to make your build more powerful
