Is there a skill acting like BV from Poe ?

Nightblade's Blade Spirit doesn't count.
I want something like Oathkeer's Eye of Reckoning but being able to use other skills meanwhile

The only skills of that type are 'channeled' skills that require you to hold down the skill button to cast the continuously. They are mutually exclusive with other skills, though you can always stop spinning to cast something else, then spin again.
