missing detonation site

Looks like it. The smith behind that site (Arcturus) doesn't appear to have a completed wiki entry but the area is accessible on Ultimate Only and is part of Lokarr's Secret Quest.

Yes it is Nane stash (need find Nane's Stash note first)], related to side quest. What Powbam write is valid too but not exactly for your point.
