is skill righteous fervor counted as default attack to activate pasives like safeguard, smite or smash?

Yes

Cadence (Soldier), Savagery (Shaman), Fire Strike (Demolitionist), and Righteous Fervor (Oathkeeper) are all Default Attack Replacer skills and can proc WPS such as you mentioned above, provided you meet the gear requirements of such WPS ie. Dual Wield, Shield etc.

Also, any skill with a cooldown period that you place upon your LMB will proc WPS during the CD period.

There are also some items/relics that feature Default Attack Replacer skills as well.
