depends what you mean
devotion cap is 50 without expansion, and 55 with expansion, only other way to get more than that is to cheat
if you mean you "can't" reach devotion cap, then you are not finding enough Shrines https://grimdawn.gamepedia.com/Shrines
on first difficulty there are 28 in base game, 33 with AoM, 47 with FG
so if you want more, go to next difficulty, Elite,
or do Crucible dlc which also offers devotion points after some farming...
either way, keep playing/keep restoring shrines and you will fill devotion cap easy

better start in crucible until 20~ level. Clear 10 waves then get rewards, convert all the reward points for devotion points, you could get 7-8 devotion points for starting game.

Unless you want boost HC character there is little to no reason to do extra measures to get extra devotion points. Most shrines is hardly missable and there is way more than 55 cap over all 3 difficulties.
