The tooltip for TS should make it pretty clear, since it says that it isn't a default attack replace and can't trigger WPS. And since Feral Hunger is a WPS, Thunderous Strikes can't trigger it.
"Feral Hunger: Activates off of default weapon attacks"
"Thunderous strikes: is not a default weapon attack - and cannot trigger effects such as Feral Hunger"
i mean, feral hunger is even specifically mentioned, by name, and that it wont trigger...
Tremor in Soldier has similar tooltip clearly explaining things. Imo Crate did a good job defining at least those skills' interaction
If Primal Strike is on your left click AND Thunderous Strike is not selected, then Feral Hunger can activate on the default weapon attacks that occur during Primal Strikes cool down. But this is not the greatest implementation of Feral Hunger, overall.
I would advise you either take Thunderous Strike or use those weapon pool skills with Savagery or any other default weapon attack replacer.
otherwise it's like andrew said, if you have PS on "spam" attack, without thunderous, you will do normal attacks in between the 3sec cooldown, on those normal attacks Feral Hunger can proc
^probably the best advise you can get -forget about Feral Hunger if you want to use primal strike, or if you want to use feral hunger use an auto attack replacer like savagery
