They actually stated that they were not sure if they would continue releasing full expansions for the game. It all depends on how well the game sells copies. Seeing how Grim Dawn was one of the best selling games on steam for the year, I doubt they just cut it.
They even stated that if they did stop releasing full expansions they would not stop supporting the game. They went on saying that they would still do balancing changes, and possible new content.
Personally, I'm pretty convinced they aren't doing anymore expansions until I see Zantai say otherwise. He's already strongly hinted that FG was more than likely to be it. When he said "depends on how well the game sells copies" he made it clear that it would have to do amazingly well for them to even consider changing their mindset on anymore expansions.
We'll see but at this point I am not betting on anymore expansions as Zantai has also stated that continuing the story would be better suited to be done in a new game rather than bogging down the current game any further than it already is.
Small-ish free content updates and patches, sure, I can see them doing such as long as the game is still selling decently and you are correct that he has stated as much already. Possibly more Loyalist Packs, sure, people seem to like them and many have asked for more so I wouldn't be surprised if they do another one.
Also, I fail to see how that would have an impact on GD. The point of Hideouts in PoE is to have all your crafting/NPCs/portals at hand. Since interactions are a lot less convoluted in GD, it wouldn't serve much of a purpose.

Honestly if they ever did another Expac I'd want it to be something fairly unique not some cheap knock off from another game (no offense to POE intended)
PoE Hideout allows players to avoid seeing other players, and with amount of flashy and noisy cosmetics some of them like to use its a freakin' blessing that we don't have to look at those. GD does not have this problem.
