You should optimize your skill points some to get War Cry + Break Morale up for less incoming damage and much better resistance reduction (most of the time) - particularly when you can't crit easily. On that note, you should try to spend some points on Tenacity of the Boar, too. OA & DA, plus the other stats don't hurt.
For this one specific fight I would reassign Assassin's Mark to Savagery. The very long duration RR will help a lot more than a little damage and a little RR that could easily end before your next crit. Not to mention that Blind Fury won't stack RR with War Cry + Break Morale if you choose to increase that.
If you were a SC player I'd have more to say but I hesitate to go further when HC isn't my thing.
Still, you really need a better OA and DA for Lokarr. Tenacity of the Boar is pretty much a must in your situation, and you could freely take some points out of Menhir's Will and Decorated Soldier.
I could point out a few more optimizations in your skill build, but nothing that would really help against Lokarr. The devotions are mostly fine, although there are weird stray stars all around; I mostly find curious your choice of Scholar's Light rather than Hawk though (silly, given your OA). Probably a rearrangement made in order to get the first 3 nodes of the Obelisk of Menhir would help you the most against Lokarr.
Also, like KG said, those jewelry augments have no reason to be. Survivor's Ingenuity is like, totally better.

If I was still into softcore, or popular builds, I'd have a Lokarr farmer char since a long time

Hmm yeah, and I can also take 2 points out of Squad Tactics since it doesn't scale great after 12. I always hesitated in going for Tenacity of the Boar, mainly because I already had sufficient OA/DA for the main content, but also because I thought I was lacking points to invest, but now with the +skills I have in soldier, I think I can remove points here and there.
I used Scholar's light because I didn't notice that, since I took the Chariot, I could remove it and take the Hawk. I wanted to pick it but didn't figure out that I could do so. Thanks !
The stars I got here and there are for some Spirit stats I need for my left ring.
A rearrangement for the Obelisk would cost me tons of offensive stats; it would be cool for Lokarr but I'm not too tempted to do so since I would have to change it again when I want to farm.

I'll need some reputation points with Devil's crossing then; I didn't finish factions on this char.
I'd prefer not to change something just for a fight, except for Mog and Rav if I ever try to kill them since they require specific changes Lokarr does not.
Thanks for the advices, I didn't think about Devil's crossing augment and was hesitating too much about Savagery's first subskill.
Gonna get the components and augments right and change some skills then, I'll post an update after my next try.
well 87 89 is probably max + and then go 50% over cap to avoid his debuff .... get menhirs bastion as relic i guess going with a shield ... then you wont need potions . People always forget ONE thing ... and that is ..... " OH my Resist is sooo UP " and then they forget they get this Huge debuff from Loki !!! and you dont wanna show any weakness under 80% resi to a Demigod isnt it ?
Your post is ridicilous because from what I see you complain about Lokarr and at same time say he is easy. What the fuq man?
You dont need any other forms of resist except fire and physical for Lokarr. I mean obviously maxed or over maxed resists is a must on ult anyway but for him specifically he just does fire and physical.

Overcapped fire resist is a must and physical resist of around 30% or more is sufficient but more is always helpful. On top of that you need good Mitigation (flat absorption is good) or good ADTH or both, also high OA and DA anything over 2800 is good though again more is always better. You basically want to be able to just stand and fight him without running to much as thats when things can wrong, he starts using his teleport attack which is nasty and you agro the John Bourbons, once 2 or more of them get involved things can go bad.
Lokarr though like most of the high level mobs (Kravall, Gargabol, ravager, Mog) is very dependent on certain playstyles to beat him, it is for example much much harder as a caster to kill Lokarr, where as casters have a much easier time vs Mog where melee toons tend to struggle a bit (and so on)
But one question : in the beginning he did -40% all resist debuff but i guess they changed that ?!??!? or did i became a victim to FAKE NEWz ?
does anyone know if he still gets a random Weapon to fight you ?

His flame breath thing reduces your resists by 40 - it says that in grimtools.
Any enemy that uses a weapon or sometimes other equipment has an item generated for that slot. It usually isn't anything special but it can sometimes be a yellow/green/epic/mythical that could make the enemy more difficult. On the upside if you can beat the enemy you often get to keep his toys.
I also mention that my build is far from being optimized and that I want tips on what to improve. I used to play softcore and if I continued I'd have all the items needed to optimize my builds easily. But I'm impressed seeing how you took that so badly.

The first thing I did to prepare for this fight was to overcap the fire res a lot. You're right tho, it would be way easier if I went with a shield, but I decided to go 2H which makes it harder given the lack of optimization :/
I've got 30% phys res and 120% over cap fire res, that's what made me think I needed more DA. Now I can facetank better but I think I lack ADTH now, which will need some farming and specific components :/
Any enemy can spawn with random weapons, so technically yes he might spawn with a lightning or cold (or whatever) based weapon but in the grand scheme of things that wont be what hurts you, his massive nuke abilities are what hurts, they do sh** tons of fire and physical damage and of course he spawns those cinder winds which you are forced to sit in to fight him.
You can therefor get away with not having crazy overcapped resists all across the board so long as fire is overcapped and a good phys def, my warder just killed him and he only has 40 overcapped fire, and my deathknight just has 30 overcapped also killed him last night.

You have 100 less DA but alot more armour so thats not the issue, two things jump out your OA Is lowish. He has tons of DA and if you wiff the odd attack here and there it can be death if your relying on ADTH, also your health regen is imo to low for that type of build that facetanks without a shield.
That build of mine managed to kill him with a fire pot and a royal balm (the one which boosts health regen) but it hurt he sometimes nearly overpowered my health regen and when all my procs kick in I have like nearly 7k health regen, so that gives you an idea the sheer dps the guy puts out.
Now I still can't facetank him, but I can stay melee longer and I feel like I need some regen (ADTH or health regen, depends on my damages but I didn't check what damages I was dealing to him) since as you say he still hurts. Will need a rethinking of the components and an item optimization either way tho.
I think I need to replace some items by good MIs or rare items instead of legendaries, I'll have to figure out which ones but I think the main stats to change are OA and ADTH/Health regen (However if I go health regen I'll need a TON of it so I'm thinking more about ADTH)
Yeah id go ADTH, health regen works for my build cause i focused on it, but for a build that doesn't an extra few hundred regen will amount to precisely zilch vs him.
But obviously be aware you wont leech back as much off him as standard mobs/bosses. I think OA is more important for you tbh than DA at this point, cause a fair chunk of your damage relies on critical hits. And against him your crit chance is probably like 10% or less.
Also just saw why dont you use break morale on war cry? Its the best form of RR for a phys build in the game!
