Will the "Lifetaker (8% chance on attack)" turn into 16% if I wear two of these?

Yes and no. It doesn't turn into a 16% chance to activate. You'll have two procs at 8% chance each with separate cooldowns. They can both proc at the same time too, though at 8% this isn't likely.
