Crossroads is basic constellation that doesn't follow that rule - each star in it is separate from others, and grants exactly one affinity point of specific color.
Let's say you want to take Lion. It requires 1 yellow affinity point, so you put your initial point into yellow crossroad star. That unlocks Lion. After that, when you put next 3 points into Lion, it becomes completed, and, in its turn, starts providing 3 yellow points for whatever Constellation you want to unlock further down the line. Also, it becomes self-sustainable - at this point you can remove point from yellow Crossroad, and Lion will remain active, as it still gives 3 while requiring only 1.
You don't need to complete constellation if you don't need its affinity points though.
Following that logic, you plan your path towards desired constellations and powers.

You get a devotion point every time you cleanse a shrine be it ruined or corrupted. Ruined ones need things to cleanse them, a component or components, scrap, rare materials like an Ancient Heart or some even require a relic. Corruputed ones you have to fight and defeat the monsters that spawn when you attempt to cleanse it.

There are a maximum of 50 devotion points available in the base game and 55 if you have Ashes of Malmouth. But there are more shrines than points so you can miss some and still mange to get 55 points.

If you mean just to start gaining the beneifts of a constellation then once it's unlocked every point put into it will give you whatever that part of the constellation grants.
Everything you need to know and then some. One star = one point.
Not sure about your first question. You can only put one point into each node in a constellation. So you can't put two points into Chaos Crossroads node for example.
Colours are matched to the various affinities. On the left of the devotion screen where your points are, are descriptions of the affinities and if you hover over them they'll highlight which constellations need that affinity to unlock.
What the experience means on the constellations with proc skills is that as you gain experience the proc will level up. So a Tier 1 proc skill like Fiend's Flame Torrent can reach level 25. Tier 2 proc skills max at L20 and Tier 3 at L15. Each level increase adds to their damage when they proc off of whatever skill you've bound them to.
each build has diffrent recomended constellations. constellations that provide devotion skill required exp to level up. example you get turtle that you spend 5 devotion point in it, then you choose the skill that allowed the devotion skill intact to it, the exp of turtle devotion skill will keep increased as long it intact to a skill.
