Stoneplate Waistguard[www.grimtools.com] or Trollheart Waistguard[www.grimtools.com] would be good options to craft depending on what stats you want.
You could also go the MI route, but it will take longer. Chains of Brandis[www.grimtools.com] or Chains of Ordas[www.grimtools.com] are good options for defensive stats.
You will most likely have to craft multiples as each item will have a random prefix, suffix and completion bonus. Luckily both of these blueprints are pretty easy to craft without any exotic or rare ingredients.
If you don't have the plans for these specific belts you can always craft a random belt, but you will lose some stats. You may consider going the MI route instead if this is the case assuming you can kill Watcher Brandis and/or Watcher Ordas (they must be level level 84-93 to drop the level 84 version or level 94+ to drop the level 94 version). Alas, both of them are rather annoying to farm (in Port Valbury).
As for Port Valbury, its the Roguelike dungeon near Homestead. You would need a Skeleton key each trip to kill Watcher Ordas and Watcher Brandis. They are bosses in the middle of the dungeon, not the end. The MI you are currently using actually comes from Watcher Brandis.
