I think the idea is that you can already farm the specific monster that drops the one you want and so those sets would be too easy to finish with transmutation allowed. Or maybe they just want those items to be special.
You'll notice this bit at the bottom of each Krieg item; "Cannot be transmuted into another item from this set"
So, as KG already mentioned, working as intended.
it's called MIs and they already exists. Greens are the best items in the game, not purple.
No... There does not need to be. Legendaries are already hard enough to find. Nothing harder needs to exist. Double rare MIs are the worst thing about Grim Dawn.
That said I totally support not being able to transmute Krieg's set. You can already farm it. You don't get to just farm Ternox for five boots and call it a day.
