How do you get to shaded basin

If I head south from homestead there's just a big cliff in the way and north of twin falls the bridge is out

From the Prospector's Trail riftgate follow the road until you reach the point where you'd head north to Homestead. Instead turn south and you'll find a blockage in the road that you can clear with dynamite. That takes you into the Shaded Basin area and beyond.

You can see the detonation site here, it's under the bridge you cross over.
