This is actually quite annoying as a controller user... No way around it.

Like dropping Seal? The skill is just insane and a core in many builds that use Inquisitor.
I think they meant if your build requires a lot of movement, you shouldn't use it. Which I agree with. I'm currently using it with this build:

Is Rune of Displacement useable on controller? My character does nothing when I use it.
Go to Options -> Gameplay -> Uncheck "Gamepad Target Lock"
Now Rune of Displacement will teleport your character as far as it can in the direction you are aiming. Also, all other movement skills that don't require a target lock will perform in a similar fashion. Personally, this made these skills usable for me with a controller because otherwise, if surrounded by enemies, Displacement would teleport you to an enemy that is right in front of you when you actually want to teleport out.
Movement skills like Blitz or Shadow Strike (that do require a target lock) still behave as normal.
