Vengeful wraith recipe learned by can't craft it?

I'm on my second play through and I need vengeful wraith to unlock a shrine. I Googled where to find the recipe and it's from a Quarter master in Old Arkovia but it says I have already learned the recipe, but when I go to the crafter to make it, it doesn't show up.

I even bought the recipe again just to make sure but I can't learn it because I've already learned it. Is this a bug?
