No answer automatically means that it is a global drop. In Grim Dawn, you must assume that unless explicitly told otherwise. Crescent Moon is indeed a global drop. Mythical Crescent Moon is a blueprint, though.
Quantity/quality increases with difficulty but item level is dependent on monster & area level. I'm not 100% on area level (seemed kind of static in the past) but monster levels depend on the area's min/max, the character's level, and an offset (+/-).
Ideally you'd want monsters ~ level 50 in early Ultimate. Realistically you won't stay ~ level 50 for long in Ultimate so early Elite is probably a better bet. The Steps of Torment maybe. If the monsters get much above level 75 you're likely to stop seeing level 50 required legendaries.
In which case your better off making do with what you have (if one drops great if not no biggie) and getting a bit higher so you can start farming for the BP for the mythic version, as farming for BPs is technically much easier.
I get paid later this month though, so I might be able to acquire the expansion packs afterwards, assuming I have any spare funds left after I pay my bills.
