Ideal XP farm around level 30??
I am progressing through the story quests and doing any side quests that cross my path, though I am consistently finding mobs 3-4 levels above me as I progress. Is this normal? Or should I farm a specific area a bit to catch up? I am currently playing on Veteran difficulty, so maybe that's why?

That is normal. Mobs in areas scale with you until the area level limit is reached plus a few levels on top of that.

From my experience, character level is okey when you do even some of side quest. This game luckily doesn't have xp farming

well there is notable area where material drop, if you don't want farm it on highter difficult,

Aether Crystal: Under ground transit
some material that good drop rate in highter difficult but you can farm it early:
Manticore Eye: Jaged Waste
Chthonic Seal of Binding: Tomb of Korvaak (astekarn valley)
Royal Jelly: Stirring Hive & Swarming Hive

I haven't even used a single component for anything, I assumed it wasn't worth using on the "Rare" gear since it seems to drop quite frequently.

For your first playthrough thats actually ideal if the mobs are always slightly above you then you get optimal xp gain and drops. Also it prepares you better for elite and ultimate, especially ultimate as when you hit the level cap everything on ultimate is always 3 + levels above you

They will be few levels above you even when you reach lvl 100, so dont worry. Well, unless area is capped, and on ultimate there is no cap.
