1 hit even with 9k hp and 47% aether resist is impossible, you simply lack the gear at that part of the game you'll never reeach 80% aether resist before Warden on Elite
your only decent attack skill is ranged and has a cooldown, so you really have no reason to be in melee range and take more than one of the projectiles of his shotgun skill. which is not going to kill you even with low aether res.
Then go test it by yourself if you don't beleve me, i have 400hours on this gamee i know how to play, and you can't boost overall damage and telling people "then just dodge them" because that attack and that boss was never even able to 1 hit even on Ultimate with way lower hp class.
They bosted all daamge without twiking the boss, go test it it just 1 hit
Challenge accepted, and easily solved:

i loaded up an old toon around that level and gave it a try. a spellcaster similar to the OP with sky shards. crap items, level 60, 7k hp, ~20% aether resistance, 700 armor.
i forced myself to stand still and eat the volley and died after the 3rd or 4th wave. no 1 hit. not even close.
now maybe that's just me, but actually having to dodge the dangerous moves of a chapter endboss on ELITE difficulty seems appropriate when playing a squishy spellcaster with lacking resistances.
there's a reason why the table in the middle of the room is 100% bulletproof. if you can't be arsed to dodge, play something sturdy that can facetank stuff.
At this point you should just dodge attacks instead of trying to face tank it
I had 83% aether resist in Ashes of Malmouth normal difficulty.
One easy 20% resist boost + 3% max you can get is to craft or find purified salt to equip in a weapon, shield, or offhand. And then turn on the skill the component gives you.
I'm a new player playing Veteran and same thing. Warden insta kills when he morphs into "POWERFUL". I love Veteran mode only had to turn off for Warden. Everything else so far enjoying dying . You have to really think it through and play carefully on Veteran mode.
I cant imagine Warden on Elite if he was like that on Veteran. Cronley was so easy on Veteran by comparison. But challenging......
If I'd been hit by 3 bolts at the same time at any stage of the fight I was dead for sure as I only have 4200 life total, 600 armour, and 41% Aether Resist.
But hey, I expected it to be rough if I messed up, I'm still in glass cannon mode like any self-respecting crazy bomb throwing fire wizard should be.
I checked out your build and the only things I have that seem better than your setup are Blast Shield 7 and Maiven's Sphere 11. Literally everything about your build seems tankier apart from those two skills.
