I have another question. Say I put Marvkovian advantage 25% with Shaman Feral hunger 25%, Now If I assign Twin Fangs devotion which has 20% chance to proc, would that mean I would proc something 70% of the time? And would this keep twin fangs from proc as much as it normally would?
Would this also apply to items and weapons that give chance to proc on hit? So say I have a weapon that gives chance to activate on attack 25%, combined with the 3 above I would have 95% chance to proc, but only less then 1/4 chance to proc twin fangs? Thanks

Some key information from this link:
- A skill with “activates off of default weapon attacks” in the description and the proc chance in the skill description is a WPS (be it a mastery skill or an item skill).
- A skill with “% chance on attack” written in parentheses next to the name (in the blue text) is not a WPS.

A: Markovian's Advantage and Feral Hunger are Weapon Pool Skills and thus only proc off of Default Weapon Attacks.

Savagery (from Shaman mastery)
Fire Strike (from Demolitionist mastery)
Righteous Fervor (from Oathkeeper mastery)
Belgothian Strike (from the full Belgothian’s Slaughter - Legendary set)
Touch of Chaos (from the full Rah’Zin’s Torment - Legendary set)
Fleshwarped Strikes (from the Heart of Theodin Marcell - MI weapon)
Runic Bolts (from the Runebinder’s Spellthrower - Legendary weapon - part of a set but you don’t need the full set)

So those 2 WPS skills each would have a 25% to proc with any of these default weapon attacks (with Cadence behaving a bit differently then other default attack replacers, but that is mentioned in the article).
Twin Fangs is not a Weapon Pool Skill and thus is not confined to proc'ing off of default weapon attacks. So, therefore, Twin Fangs has a 20% chance of proc'ing off of any attack it is bound to. BUT if you were to bind it to a WPS then its chances of proc'ing are decreased because it would then be 20% chance of proc'ing off of a WPS that also has a % chance of proc'ing.

A: What you describe here does not sound like a WPS as you say "chance to activate on attack 25%". Remember, all WPS will have the text "activates off of default weapon attacks".
