Inquisitor's Seal Question

How's the % bonus to certain enemies work? Does the seal do bonus damage while they walk on it, or do you do bonus damage while standing in it?

Inquisitor Seal skill description: "Inscribe a protective seal upon the ground that shields allies and rebukes foes that cross its border."

You and the enemy have to be standing within the Inquisitor Seal in order to gain both the "Barrier" and "Rebuke" attributes that the seal offers. If just you are in the Seal, then you only acquire the "Barrier" attributes, if only the enemy then "Rebuke" attributes apply to that enemy provided they are one of the faction types listed.

The Arcane Empowerment part of Inquisitor Seal just requires that you be standing in the Inquisitor Seal to gain those particular stat boosts.
