You and the enemy have to be standing within the Inquisitor Seal in order to gain both the "Barrier" and "Rebuke" attributes that the seal offers. If just you are in the Seal, then you only acquire the "Barrier" attributes, if only the enemy then "Rebuke" attributes apply to that enemy provided they are one of the faction types listed.
The Arcane Empowerment part of Inquisitor Seal just requires that you be standing in the Inquisitor Seal to gain those particular stat boosts.
