The easiest way to test this would be to order your pets to fight a dummy and see what crits they get before & after.

First without any points on Elemental Balance, and after with 9 points on EB.
Did you give your pets burn/frostburn/electrocute damage?
Edit: I just tested it and both Iskandra's Elemental Exchange modifiers worked for my Blight Fiend.
Edit 2: I was actually planning on building a pet build around Iskandra's Elemental Exchange and having lots of minions (mainly skeletons) so let's see if it'll be successful
And just to be sure, in theory IEE converts physical damage(in this case 45% of pet physical damage) into elemental damage (which would be 15% elec/burn/frost), with Elemental Balance shouldn't it increase the 15% elec/burn/frost damage?
This is my first time playing, and I'm using a spellbinder with pets as almost exclusive source of damage, and I have finally gotten enough points to reach Elemental Balance.
45% physical damage to elemental damage works like this:
45% of your physical damage is converted to elemental damage (fire/cold/lightning)
45% of your internal trauma damage (the DoT version of physical) is converted to burn/frostburn/electrocute (the DoT versions of fire/cold/lightning)
It works the same for pets.
