I have found 2h the most effective so far. I use Forcewave and Blitz as my main killers and I use a Chipped Claw in the best 2h weapon I can find - it gives you the Slam skill which is 230% of weapon damage. Forcewave is effectively an AOE skill and can clear an area very effectively.
I dont need or use Cadence - which means more points for the mastery bar and other skills.
As a hardcore player I focus on defense - I put 6 points in Menhir's Will for the security and I have multiple Bristly Furs in my armor for the Constitution boost - which makes me a lot harder to kill.
I fight tactically; blitzing in then forcewave then retreat and in again etc as necessary.
I also put 1 point in Warcry which reduces enemy health by 1/3. So for a hero or boss I blitz in, then warcry, then forcewave, then a couple of bashes with my weapon then retreat and blitz in again.
Retreating is important in tough fights. If you get a couple of seconds away your constitution will replenish your health (Bristly Furs!!) and when you blitz back in you stun the enemy.
So far I focused on defense in the Devotions - upper right quadrant - I filled tortoise which gives defensive boosts and a fail safe damage absorption that kicks in at 40% health.
I am just learning as I go and this is what is working for me. I was able to kill Krieg and manage everything else up to that point comfortably. I dont recommend taking on Salazar or Gutworm as a noob. I did kill Gutworm, but I had to cheese it by jumping in and out of the cave. But unless you are experienced and have the resources to prepare properly for those fights best to avoid them; especially Salazar.
Anyway I hope something in that will be useful. Cracker of a game.

Then I was thinking of moving over to this other build at 75 or so, if i can make the required sword and relic. Looks fun and crazy:
