And yes, a green(rare) item with the right affixes(pre- and suffixes) that fits your build perfectly can be more powerful than several epics of similar level. Which is why grinding for Rare MI(monster infrequents) is a thing.
But there are some epics that are very powerful too, if they happen to fit your build perfectly.
MIs are better for capping resist though but one with double rare are very hard to find.
the best items in the game can sometimes be green. Very rare rolls can make some awesome items. The reason for this is that purples/blues are set - with sligh variance in how the item rolls - by having greens potentially be better, there is always an upgrade... in theory. Contrast that with, say, D3 where once you get your set - you're done! provides more longevity this way I think.
