Raise the Dead
I am a little confused by this Devotion. I am trying it out for the first time and I am having a hard time making it work well. Is this suppose to be more melee friendly? I have been trying to use it with a ranged character and what I end up with is 3 skeletons standing behind me while my normal pets and I do all the dmg. I try to stay as far away as I can when casting and that means my skeles never enter combat. If I was melee that wouldn't be a problem. If the skeles were summoned at the mobs body it might work better for casters. If this really is intended to be for melee then no big deal. I can just use something else but this would be a lot of fun to use with a caster.

Attach it to a pet then

I've never used that devotion so I am not sure if the skeletons are controllable. Have you assigned the "Pet Attack" to a button/keypress and try that?

I mean assign it to a pet summon skill so when the pet attacks it will have a chance to summon the skellies also

It doesn't attach to a pet summon. Only attacks. The skeletons are not controllable. They seem to be set to defense so they only attack when I am attacked but I can't be sure but they really like hanging out with me in the back. They may attack when they are in aggro range but it must be a short aggro range. I have also discovered that AoE doesn't get you more skeles. If I drop a skyshard on a group and kill 3 I only get 1 skele. I am guessing that is working as intended.

It's just a bad devotion skill no matter what character you use it with. Maybe even the worst in the game. Stay FAR away from it. Dev's really need to completely overhaul it because it sucks the way it is now.

Ive noticed other summon skills behave similarly badly. I briefly used Dreegs quillthrower on my poison build and the little eyes it summons are unruly at best, they either floated right near me and didn't engage enemies or would do peculiar things like fly off behind scenery and fire at nothing.
