yes, yes it does. that said its the damage over time version of Vitality damage, but outside of a small handful of weapons and skills theres not many sources of this damage type. so its only maginally utilized on a few melee builds whose weapons have vitality decay on them.
however if you wanted to get more of it, Physical to Vitality conversion also converts internal trauma damage( the physical damage over time stat) into vitality decay. (also goes for every other Physical converted to X)
Vitality decay hardly functions. It is not present nor usable in any end game builds. Its barely avaible in the actual game. There is no stacking of vitality decay like u can stack burn or poison or internal trauma. It was hardly implemented into game.
