that's where i got my missing high lvl relic bluprints, i gave up on regular treasure trove "ages" ago, seems like the loot quality/item lvl is subpar compared(or just real bad luck), atleast they stopped dropping bluprints for my toons a while back, (and have yet to see any of the tons of missing blueprints from dynamite troves even after "increased loot" patch)
i had the same trouble from treasure you troves you had, then someone suggested me nemesis troves instead, i don't regret that -it have panned out great compared, even despite the speed of farming dynamite troves
so regular nemesis troves or celestial troves i'd say workded for me, or gladiator, i guess, if you can swing that ofc..
actually come to think of it, i think infact it was Eye of The Storm that dropped off Nemesis trove on Ulti from Moosi or that bastard Zantarin for me not that long ago, tho that's ofc just rng, but i've gotten more blueprints lately from "higher" lvl chests than just treasure troves...
I thought the same thing, lol.
Consider yourself really lucky.. I've gotten maybe.. 10? item rewards from leveling three characters through Elite and in to Ultimate. These include the one from Creed at Fort Ikon after putting Loggy down, and the Kymon's Chosen/Death's Vigil end quest rewards.
That being said, though, OP:
I've gotten like 95% of my Relic blueprints from Steps of Torment. It's a fairly easy dungeon to navigate and make it straight to Alkamos if you don't want to go through all the extra rooms (although some maps force you to go through some of them).. and depending on your build, Alkamos is a pretty easy fight to begin with.
Just hold on to your socks if you see him using Soulrend, he hits a bit harder with that equipped.
The end chest there almost always drops a Legendary (or two), and at least one blueprint always. (Weren't chests in these dungeons, and Nemesis Troves, changed to always drop one blueprint?)
All in all, once you know the layout of the dungeon, I think you can make it from the Skeleton Key doors to Alkamos in like 10 minutes. The only thing you have to watch out for is the Undead Nemesis, Mesoleeky. (I know that's not how you spell his name, but that's what I call him.) You can run past him, though, but if there's any other Skeletal Monstrosities around they can root you.
Or you can kill him if you can. My Cold/Vit Reaper has a bit of a rough time with him due to his, I assume, high Cold resists.. but it's doable. He's a two-stage fight, though, and if you don't have a lot of Freeze reduction you can be chain-frozen until death.
and right on the money with the 10mins, that's what my slowazz BM does it in, so i'l presume others can too somewhat "easily" at least, or faster even
Why should I count myself lucky? You can get 3 relic blueprints in each difficulty from one character and I've leveled more than a handful. A few more through Ultimate and I'll probably have the rest of the new relic recipes too.
Edit: Isn't there at least one new quest that grants a relic blueprint in the expansion too?

i've run 3 to ultimate, 2 took all shrines too
multiple more done full first playthrough on norm+AoM, and a bunch more on Elite too
and since almost 2nd or atleast 3rd char, i've kept getting duplicate when from quest reward (god i really hated Kasparov and arkovia for that 24/7 duplicate q reward lol), and don't think i've once since expansion gotten a relic (or any blueprint for that matter) from AoM quest that wasn't a duplicate too, despite missing plenty at the time..

so "can" certainly get them from Ulgrims/AoM rewards too, but still a fine chance of being just another duplicate
I had the eye of the storm blueprint drop playing crucible mode, and on the lowest difficulty "aspirant level". You don't need to play on "gladiator level" to get good drops, but if successful you will get more good drops on the challenger or gladiator difficulty setting.
Many people don't like starting at level 1 in crucible so host a multiplayer game, and immediately solo to a higher level, then wait between rounds for others to join. You want to be farming between levels 100 > 150. You can then use tribute points to restart at level 100, assuming you don't want to trade your tribute points to buy devotion skill points.
