Does "Total Speed" affect "Shield Recovery Time" at all?

I checked it out using a character with skills that increase total speed ... Pneumatic Burst and Vindictive Flame. Neither of them had any effect on shield block recovery time (you can see this displayed on page 3 of the character sheet).

If you want to reduce block recovery time, you can stick a component called Mark of the Myrmidon on your shield. A full component (4 parts) reduces block recovery time by something like 14% (I don't recall the exact figure, but it's in that ballpark).
