They would make perfect sense.
Game already has cloth physics that are used for trench coats, so it's not like devs need to mess with the engine.
And setting wise capes would make perfect sense, as people wore them in post-victorian era. There were even short capes that soldiers wore to combat.
And since it is apparently set in desert area, it would make even more sense since bedouins also wear cloaks to protect themselves from sun and heat.

This game already has one sort-of-short-cape made of fur, that people who played it for much longer than me for some reason never mentioned, and it looks pretty dope.

Yep, I use those skins on a couple of my characters. I prefer the look over massively large branches sticking out of your shoulders. Some of those shoulder items must be irritating walking through doorways :p
