Report a translation problem
I'm not sure I got the bounty in this particular session, but I am sure, that after getting the reward for killing him I got the same exact bounty and had to restart the session to finish the task.
Considering how the bounties crop up in random order (and skipping a bounty means you can no longer complete it in that session), abuse of (a) is needlessly time consuming, and unlikely to be a problem; especially since, if you're going to exploit something like that, you might as well use GD Defiler or GD Trained Hard to cheat your reputation, since that's what you'd effectively be doing.
And (b) is exactly the question I have presented.
