Bounty Objectives already complete, can't get reward
I'm running through bounties, the Rovers gave me "The Lost Oligarch" - kill Oligeane Dar. So in my hunt through the Undercity I ended up killing all the other Oligarchs because they were in my way. Finally find & kill Dar, go turn in my bounty and the next one is... kill the Oligarchs.

But the game doesn't recognize that I've already killed them. Is this a bug or by design? Why doesn't it work the same as the normal quest system, where you can complete objectives beforehand and still get the reward?

The bounties are repeatable and random, so your very next bounty can be the same one. So, with backwards-reward system you can just do the killing once and then just get multiple rewards. there is no get-around without overcomplicating the systems, so it works as it works. Fine for me.

Except the game generates a set of bounties each game session, and tells you when you've completed all the bounties. Otherwise you could just do bounties endlessly within a single session. Meaning there's at least some governance in place already. It really wouldn't be "overcomplicating" anything to check if a) the bounty being given was already completed in this session (assuming your statement about receiving the same bounty twice is accurate, I have yet to see that happen) and b) the bounty objectives are already completed.

Recently I got killing the priest from Flooded Passage task twice in a row.
I'm not sure I got the bounty in this particular session, but I am sure, that after getting the reward for killing him I got the same exact bounty and had to restart the session to finish the task.

But that's being given the Bounty in a different session, which is not the same thing. Yes, it means you could potentially kill a bounty then get rewarded twice in a row. But if you have a bounty left over from the previous session, it also means that you a) abandoned the bounty in your first session, or b) you killed the bounty before receiving the task, and couldn't claim your reward in that 1st session.

Considering how the bounties crop up in random order (and skipping a bounty means you can no longer complete it in that session), abuse of (a) is needlessly time consuming, and unlikely to be a problem; especially since, if you're going to exploit something like that, you might as well use GD Defiler or GD Trained Hard to cheat your reputation, since that's what you'd effectively be doing.

And (b) is exactly the question I have presented.
