Where can I find The Illusionist NPC?
Just got the DLC, and I was wondering where to find him.

If you are referring to loyalist? Devils Crossing, If you mean the actual illusionist NPC, coven, devils crossing as far as i know, the icon is of a mask

Im not sure im im blind but i got the item in my invotory but i activate it nothing happens? how do i equip the illusion?

Visit the illusionist, the item will be in their inventory for you to try on.
