Either your location is not right (he is guarding some dynamite for a quest you were supposed to do for the Rovers here http://grimdawn.wikia.com/wiki/File:20160715194520_1.jpg ) OR you have already killed him in this play session and taken the bounty afterwards, which means he will not spawn. So restart your session in that case.
