What level should you be to do elite?
I am only lvl 39. Is this OK? Should I stick around and farm old areas first? My res stinks.

I was thinking of plaing Veteran early. Not sure if the loot or XP is better.

Expect to die alot if your resistances aren't up to snuff. Most people generally finish Normal/Vet around level 50-60 but there are players who rush thru like you clearly did to advance onward. Low resists are going to be a problem for you tho.
I didn't start it until I hit level 50 and had some blue gear. I play a Gunslinger that is a bit squishy though so depending on what you are playing you maybe able to do it at a lower level.

As far as loot goes you get a better chance of the good stuff dropping once you hit lvl 50 and play on elite. Or at least thats what I thought one of the loading screens said.

Mob denisty and hero count is higher so xp and loot is better
Used to playing Path of Exile and rushing through like crazy. I will go back and farm for awhile, I guess.

You likely missed a lot of quests if you are that low level after beating Normal. I've seen people beat Normal in less than 3 hours and still be level 50.
Get all your shrines on normal,get all your quest from Kasparov for the extra skill point and the quest from Minova (outside old arkovia ruins/ broken hills side) too for that extra attribute point,I rush to ultimate too but i always get those done before hiting next diff wich should get you around lvl 50 ish. After you unlock Elite by killing the Act 4 boss, there's still an entire act as well. I'd venture a guess that you haven't done the expansion content if you're that low. I'd definitely do that first

Eh you really don't HAVE to do the expansion before rolling over to elite. If you do all the quest before act 4 by the time you finish up you should be at level 50 and can do elite if you have done some farming. The devs have stated here that the new DLC is optional and you can still go about playing it the old way.
I don't have the EP yet. I don't think I got Minova but I did Kasparov. At least I don't think I got an extra point.
Go to Elite and see how you do, thats the best advice. Some builds you can roll the higher mobs no problem and gain a ton of XP. I rush to Ultimate every time, completing missions on the way but I skip some that aren't connected to others in order to save time. For example, saving the cannons, I never save the cannons.

I save the cannons bc that there's a oneshot chest there so at least 1 epic or hight from doing that.

I wouldn’t worry about level, it’s more your build. I’ve had some characters go into elite around 45-50 and others finish elite by level 40-45.

My witchblade is currently lvl 53 and on ultimate (and not struggling) but I know I couldn’t do this with something more squishy.

I would review your build and then go for it, if it’s too tough then revert back.
