I would say that's all good and well but I do not think thats the issue. For when I equip only one of the pistols the same thing happens more or less..
Here is what happens when I equip one or the other of the Exonerator's:
Lets call them Exon1 and Exon2.
Character attack speed goes from
Exon1 (+5% Total Speed) = CAS 137% to 132% when equipped.
Exon2 (+7% Total Speed) = CAS 137% to 134% when equipped.
That's one handed with no dual wielding skill(item) etc equipped.
So colour me still confused.. I guess I am missing something or else this is an actual bugg which I doubt..
1. You got +37% IAS from elsewhere since unarmed is 137% AS.
2. All weapons have different base attack speeds.
In your case the Exonerators base attack speed is slow enough it more than cancels out the TAS on the weapon.
I crafted a Death's Sixgun (1.66 attacks per second, like Exonerator) to play around with.
With the Sixgun and no offhand I have 2.81 attacks/second and 157% attack speed.
With a 5% Exonerator and no offhand I have 2.89 APS and 162% attack speed.
With a 7% Exonerator and no offhand I have 2.92 APS and 164% attack speed.
With the Sixgun and the 5% Exonerator equipped I have 2.67 APS and 150% attack speed.
With the Sixgun and the 7% Exonerator equipped I have 2.7 APS and 151% attack speed.
With the 5% and 7% Exonerators equipped I have 2.78 APS and 156% attack speed.
Ahh now things make sense.. knew I was missing something.. but on the whole I kinda distrust +%total speed.
